Summary of Experience
Mr. Moore provides over 35 years of international operator and consulting experience focused on the upstream and midstream oil and gas industry. He is an expert in capital project planning and delivery, from concept feasibility to final investment decision (FID) and from front-end engineering and design through to construction, installation, and Operations support. He has extensive experience in the planning, design, and construction of fixed, floating, and subsea facilities, midstream and floating LNG, and upstream consulting.
During his career, Jeffrey has worked for both super-majors and independent E&P firms, overseeing brownfield upgrades and EPC contractor delivery of greenfield facilities. For nine years, Jeff led Doris Inc. and Doris Construction Support Services, a topsides and subsea engineering and project management consulting firm. He later formed Field Development Partners LLC, where he provided consulting and staffing/recruiting services, as well as expert witness assistance related to oil and gas production EPC projects. Jeffrey also serves as a Commander in the United States Navy Reserve.
Since joining Baker & O’Brien, Jeffrey has supported arbitrations involving the termination of a subsea EPC contractor and fitness for service of a Floating Production Storage and Offloading unit (FPSO). He has also supported numerous civil litigation cases involving jobsite accidents/incidents.
