Summary of Experience

Mr. Milburn has over 30 years of experience in the refining, EPC, and energy consulting industries. He focuses on petroleum refining operations, logistics, economics, competitive analysis, strategic planning, and regulatory and renewable fuels policy analysis. He has been at the forefront of environmental regulation impact analysis and the burgeoning renewable energy industry.

Kevin began his career as a Unit Process Engineer, where his primary responsibility was supporting Crude Unit operations, including troubleshooting, developing small capital improvement projects, and ensuring overall process unit efficiency. He held several roles within the EPC and consulting industry, working on refining, petrochemical, and chemical projects, where he performed detail and project feasibility engineering analysis and led numerous studies on process safety system analysis and design.

Since joining Baker & O'Brien in 2006, Kevin has provided consulting services in refining market analysis, feasibility studies, and environmental regulation impact analysis, including those of renewable fuels. He has been responsible for updating and providing technical support for Baker & O'Brien's proprietary PRISM refinery benchmarking package for the U.S., Europe, and Asia-Pacific. He currently serves as the PRISM Services Manager. As an appointed subject matter expert, he has provided support for accident investigations, insurance, engineering design, and business interruption disputes. He has prepared expert witness reports and provided oral testimony in a jury trial and in international arbitrations.
