Summary of Experience

Mr. Rey offers more than 30 years of experience in the oil and gas industry in technical and executive roles, where he has been responsible for business operations (profit/loss), project management, enterprise and project risk management, project engineering, and structural engineering. He has managed upstream, midstream, and downstream engineering, procurement, and construction (EPC) activities for projects in the U.S., Latin America, the Middle East, Africa, and Asia Pacific. As a Project Director, Luis has resolved more than $300 million in engineering and construction change orders and claims. As a Project Engineer, Luis has coordinated all discipline engineering activities, facilitated 3D model stage reviews, and supervised engineering and schedule progress. As a Structural Engineer, Luis has designed several oil and gas offshore platforms of varying configurations and water depths.

Progressing in his professional career, Luis has had corporate roles as VP of Operations, Director of Project Management, and Director of Risk Management. In these roles, Luis has provided oversight of FEED, Detailed Engineering, and EPC projects with combined revenues in excess of $1 billion. In these assignments, Luis was also responsible for developing and executing business unit strategy, as well as tangible plans and tactical actions for complex operational, technological, and functional project issues. Luis is fluent in English and Spanish and has prepared complex technical and commercial claims as an expert witness in ICC arbitrations to resolve complex engineering and construction disputes. He has provided expert testimony in a refinery dispute, and provided fact witness testimony in an offshore facility dispute. Luis has co-authored publications on the seismic performance of reinforced concrete columns for ACI and ASCE, and has had several conference speaking engagements.
