Summary of Experience
Mr. Rey offers more than 30 years of experience in the oil and gas industry in technical and executive roles where he has been responsible for business operations (profit/loss), project management, enterprise and project risk management, project engineering, and structural engineering. He has managed upstream, midstream, and downstream engineering, procurement, and construction (EPC) activities for projects in the U.S., Latin America, the Middle East, Africa, and Asia Pacific. As a Project Director, Luis has resolved more than $300 million in engineering and construction change orders and claims. As a Project Engineer, Luis has coordinated all discipline engineering activities, facilitated 3D model stage reviews, and supervised engineering and schedule progress. As a Structural Engineer, Luis has designed and assessed several oil and gas offshore platforms of varying configurations and water depths.
As he progressed in his professional career, Luis has held corporate roles as Vice President of Operations, Director of Project Management, and Director of Risk Management. In these roles, Luis provided oversight of FEED, Detailed Engineering, and EPC projects with combined revenues in excess of $1 billion. In these assignments, Luis was also responsible for developing and executing business unit strategies, as well as tangible plans and tactical actions for complex operational, technological, and functional project issues. Luis is fluent in English and Spanish and has prepared complex technical and commercial claims as an expert witness in ICC and DIAC arbitrations to resolve complex engineering and construction disputes. He has provided expert testimony in a refinery EPC dispute and a drilling rig collapse dispute. Luis has also provided fact witness testimony in an offshore facility EPC dispute. He has co-authored publications on the seismic performance of reinforced concrete columns for ACI and ASCE. He has spoken at several conferences, including the OTC and SPE, regarding the assessment of offshore platforms.
