Summary of Experience

Peter Bartlett has over 30 years of international experience spanning the entire oil and gas value chain—from wellhead to petrochemicals—with a core focus on oil refining. Peter has worked with international law firms, major oil companies, national oil companies, global energy traders, financial institutions, and government agencies, addressing complex technical and commercial issues. His expertise encompasses both advisory and expert witness services, with a strong emphasis on capital project development across all phases of the project lifecycle.

Peter began his career at Bechtel, where he worked on large-scale oil & gas and oil refining projects. He then joined KBC Advanced Technologies, where he initially focused on process engineering before transitioning to long-term performance improvement programs for global oil refiners. Continuing his career at KBC and Jacobs Consultancy, he assisted downstream clients with capital investment planning, conducted technical and commercial due diligence, and led refining conceptual and feasibility studies in regions including Europe, the FSU, the Middle East, Africa, and Southeast Asia.

Since joining Baker & O’Brien, Peter has continued to deliver advisory services while expanding his work to include expert services for a broad range of commercial energy disputes. He has overseen various expert assignments, from offshore drilling incidents and EPC construction disputes to the valuation of petroleum products. He has been appointed as an expert witness for commercial and investor-state arbitrations addressing feasibility, project development, engineering, and commission issues related to oil refinery projects.
