Scott Cunningham has over 20 years of experience in civil engineering, construction management, and infrastructure development across the energy, heavy industry, and commercial business sectors. His expertise spans the full project lifecycle—from design through construction and commissioning—on complex, high-value projects across the United States. Scott has led multidisciplinary teams, developed construction management strategies, and overseen regulatory compliance for major industrial and midstream energy facilities on high-value projects, with a focus on safety, quality, and construction management.
Scott began his career as a Project Manager working on civil engineering and environmental management for commercial and residential projects. At ThyssenKrupp Stainless, Scott led civil engineering and construction teams in the execution of high-value steel production facility projects. As Staff Construction Manager at Williams, Scott managed the construction of large gas processing facilities and acted as the liaison between project engineering teams and construction contractors. Prior to joining Baker & O’Brien, Scott served as Managing Director, Construction-Midstream Capital Projects at Phillips 66 in Houston.
Scott joined Baker & O’Brien as a Consultant in 2025 and provides his extensive expertise in construction and project management, regulatory requirements, and safety and quality programs to our clients.
