Summary of Experience

Tom Holtzclaw has over 30 years of experience in the chemical, petrochemical, fertilizer, pulp/paper, oil/refinery, and related process industries. He has extensive expertise in developing and managing engineering, procurement, fabrication, and construction projects. His experience covers a range of areas in the energy industry, including gas pipelines and compressor stations, chemicals and petrochemicals, refineries, and production facilities.

Tom began his career as a civil/structural engineer at Harrison and Lazenby Inc. Throughout his career, Tom has held roles in project management, civil/structural engineering and design, civil/structural department management, engineering operations management, sales, and business development. His experience includes domestic and international projects (Iraq, Turkey, Peru, India, Philippines, and Trinidad). Prior to joining Baker & O’Brien, he held senior operational, design, and project roles at major Engineering/Procurement/Construction (EPC) and consultancy firms.

As a consultant, Tom has provided expert opinions encompassing engineering and construction-related delays and defects within petrochemical operations, refineries, LNG plants, early production facilities, power generation facilities, and pipelines. In addition, Tom has provided expert testimony in relation to intellectual property disputes and has also been engaged by insurance providers to provide opinions regarding facility and pipeline construction, durations, and costs. Tom has provided testimony in depositions, mediations, arbitrations, and trial court settings. Tom is a Registered Professional Engineer in Louisiana and a member of the Chi Epsilon National Civil Engineering Honor Society, inducted in 1984.
