Summary of Experience
Cliff Moore offers 30 years of operations and maintenance experience with hands-on expertise in process equipment, including gas turbines, compressors, pumps, tanks, vessels, valves, and piping. His expertise includes petrochemical plant operations, maintenance, turnarounds, process technology, mechanical integrity, reliability improvement, due diligence, loss prevention, project commissioning, and start-up. Cliff is a recognized expert in root cause analysis and accident investigation, with a deep understanding of OSHA safety programs.
Cliff began his career as a Systems Engineer with the Defense Nuclear Facilities Safety Board in Washington, DC, supporting nuclear weapons stockpile stewardship. He spent the next 25 years at Dow Chemical, serving as Global Reliability Engineer, Technology Associate, Production Leader, Maintenance Director, and, most recently, North American Reliability Director. While at Dow, Cliff worked in polyurethanes, polyethylene, power generation, wastewater treatment, and chemical storage, loading, and packaging technologies. Cliff joined Baker & O’Brien after serving as Maintenance, Reliability, and Turnaround Director for Ascend Performance Materials’ Chocolate Bayou Site.
Since joining Baker & O’Brien, Cliff advises clients in the evaluation of complex operational and maintenance issues across refineries, petrochemical plants, LNG facilities, compressor stations, and pipelines. He has provided expert analysis in commissioning disputes, force majeure events, and accident investigations. He evaluates and opines on maintenance practices against industry standards and has testified in both arbitrations and litigations. Cliff has also assessed the operations, maintenance, and safety performance of refineries to support due diligence for financial institutions and insurers.
