Mr. Clark offers over a decade of industry experience specializing in downstream operations. He is skilled in refinery operations, process engineering, strategic planning, process optimization, refinery economic analysis, and commercial supply planning and optimization.

Stephen began his career at CITGO Petroleum Corporation (CITGO) in 2013. After his onboarding assignment as Design and Strategic Planning Engineer, he served as Operations Process Engineer, supporting unit operations and managing turnaround and shutdown activities, including Hazard and Operability (HAZOP) reviews. In 2018, Stephen transitioned to an Economic Analyst role, performing refinery economics and supporting supply improvements in crude and feedstock purchases and product sales. In 2019, he joined the CITGO Corporate team as a Refinery Optimizer for their U.S. Gulf Coast and Midwest Refineries, focusing on coordination, supply optimization, and economic decisions.

Since joining Baker & O’Brien as a consultant in 2024, Stephen has provided unbiased expertise and insight into the refining industry for our advisory clients. With a focus on strategic investment and feasibility, he provides his unique perspective, based on his experiences, research, and problem-solving abilities, to improve business units’ performance and strategy. Stephen has also authored expert opinions for international and domestic law firms as part of Baker & O’Brien’s dispute services. He maintains PRISMTM U.S. refining database, Baker & O’Brien’s proprietary refining model service, which provides insight into the performance of the U.S. refining fleet and industry for both our data services and advisory clients.
